[Threadhopping] Only if it makes sense to do it. Like if your character is indirectly involved in the thread. Teachers can threadhop Katniss when she's doing this she shouldn't.
[Plotting] I'm open to plots, as long as they would make sense. Plurk or the biweekly recap is a good place for it.
[Offensive subjects] Katniss gets awkward when people hit on her? That's not offensive, but nothing smutty for her.

[What's okay to mention around him/her] She doesn't like talking about DE attacks.
[Is there anything you need us to know about interacting with this character? Special physical features, special abilities, etc] She's great with a bow and arrow. Since she can't bring those to school, just watch out for her aim, she always hits her targets.
[Can I hack that strike or otherwise find out information they'd prefer to keep hidden?] Not unless specified in a post.
[Can I troll/mindscrew/mess with in general?] No mind screwing unless we talk about it first.
[Can I spit at/jinx/step on/etc? (i.e. fighting)] Go for it, she'll fight you right back.
[Can I flirt with/hug/kiss/use other means of non-violent physical contact with this character?] You can flirt with her, but she'll not get it. She's likely to hit you if you physically came on to her. Normal touching is fine, like high fives and hand shaking.
[Anything else?] The summer before Katniss' fifth year, her home town was attacked by DE's and witnessed them kill a bunch of kids. She doesn't talk about it, but it was in the wizarding news so it would be common knowledge that she survived it.
